The extent of the work and responsibility involved, has, think, already been sufficiently indicated by my despatch No.21 of September 15th 1919: the whole of the responsibility as far as the supplying firms in Saigon are concerned has rested with me during the negotiations, and I have had on many occasions no little worry and trouble in dealing with these firms.
I have therefore the honour to apply that you may be good enough to give consideration to this application that I may be granted such commission or remuneration as the Government of
Hongkong, in consultation with the Colonial Office and yourself,
may deem reasonable.
I am sending a copy of this despatch to the Government
of Hongkong.
